Who needs a license
No state roofing license. The state does not license roofers, and we found no common city or county license. Proof of insurance and a written contract matter most here.
The Texas Department of Licensing and Regulation (TDLR) does not list roofing among the trades it licenses. A 2025 bill to license reroofing contractors (HB 3344) stopped in the House Calendars Committee and did not become law. Some cities ask roofers to register before they pull permits. Ask the roofer for proof of liability insurance and any city registration.
Bond and insurance
A license or registration is not insurance. Ask every roofer for a certificate of general liability and workers' compensation insurance. Then call the insurer to confirm the policy is active. If the state asks a roofer for a bond, the rules above say so.
Roof insurance rules in Texas
Texas law makes you pay your own deductible, and a contractor may not waive, rebate or absorb it. Your insurer can ask for proof that you paid. A roofer working on your home may not act as your public adjuster, and many insurers switch roof coverage to actual cash value as a roof ages, so check your renewal.
Permits
Confirm roof permit requirements with the building department responsible for your address and scope of work. Agree with your contractor who will obtain any required permit and arrange inspections before work begins.
How to verify a roofer's license
Texas has no state license lookup for roofers. Ask the roofer for proof of insurance, and call the insurer to confirm it. If your city or county licenses roofers, ask its building department how to check a license.
